Date:             May 19, 2017

This memo verifies your entry in the 2017 IGA Four-Ball Championship to be played at Bent Tree Golf Club. Enclosed you will find the pairings for the first round to be played Friday, May 26, 2017.  All groups will tee off #1 beginning at 8:00 a.m. with eleven (11) minute intervals.  Open Division players will play from the Blue IGA tee markers and the Senior Division players will play from the White IGA tee markers.  See enclosed Course Set-Up Document for yardages, par and the maximum allotted time to complete each hole.

Note:  New pairings will be made for Saturday based on first round scores.  Tee times on Saturday will begin 30 minutes earlier than Friday (first time will be 7:30 a.m.) and all play will be off #1.  We will tee the leaders of both divisions toward the end of the wave.

PACE OF PLAY POLICY:  You are responsible for knowing and understanding the IGA Pace of Play policy.  The entire policy is a separate document enclosed in this email.  If you have questions about the policy, you can email cpitts@iowagolf.org or call the IGA Office.

Practice Rounds: Bent Tree Golf Club is available for practice rounds based on availability.  Call the golf shop at (712) 566-9441 to make a tee time. Bent Tree is offering a rate of $30 plus tax (includes cart) for a practice round.

CARTS:  Walking is permitted in this championship.  However, if you are taking a cart you are responsible for paying the cart fee ($20 per seat) to Bent Tree Golf Club PRIOR TO YOUR ROUND.  Please make sure this gets taken care of.  No spectator carts but the option of handicap carts with flags should be available by permission of committee.

LATE TO TEE: Rule 6-3a provides:  “The player shall start at the time laid down by the Committee.”  The penalty for breach of rule 6-3 is as follows:  If the player arrives at his starting point, ready to play, within five minutes after his starting time the penalty for failure to start on time is two strokes at the first hole in stroke play.  Otherwise the penalty for breach of this rule is disqualification.  THE COMMITTEE REQUESTS THAT YOU REPORT TO THE tee AT LEAST TEN MINUTES IN ADVANCE OF YOUR STARTING TIME.

Range Balls: The range will be open by 6:30 a.m.  Range balls will be compliments of the IGA before play only.  If you wish to hit balls after your round, you will need to purchase them from Spirit Hollow Golf Shop.

Distance-Measuring Devices: For all play in IGA conducted events, a player may obtain distance information by use of a distance-measuring device.  If, during a stipulated round, a player uses a distance-measuring device to gauge or measure other conditions that might affect his play (e.g., elevation changes, wind-speed, etc.), the player is in breach of Rule 14-3.”  (See Decision 14-3/0.5)

The ONE BALL RULE IS IN EFFECT FOR THIS COMPETITION.

(i) 'One Ball' Condition

During a stipulated round, the balls a player uses must be of the same brand and type as detailed by a single entry on the current List of Conforming Golf Balls.

PENALTY FOR BREACH OF CONDITION:

Match Play - At the conclusion of the hole at which the breach is discovered, the state of the match shall be adjusted by deducting one hole for each hole at which a breach occurred; maximum deduction per round: Two holes.
Stroke Play - Two strokes for each hole at which any breach occurred; maximum penalty per round: Four strokes.

(ii) Procedure When Breach Discovered

When a player discovers that he has used a ball in breach of this condition, he shall abandon that ball before playing from the next teeing ground and complete the round using a proper ball; otherwise, the player shall be disqualified. If discovery is made during play of a hole and the player elects to substitute a proper ball before completing that hole, the player shall place a proper ball on the spot where the ball used in breach of the condition lay."

Cell phone and Electronic Devices Policy

The Iowa Golf Association prohibits the use of electronic devices: cellular phones, pagers, iPods, and other similar sound producing devices during the stipulated round.   Any contestant or caddie found using such equipment will be informed to discontinue use.  (Use of a cell phone includes text messaging.)  See Decision 14-3/17

Note: Cell phones may be used ONLY in an emergency OR, to contact a member of the Rules Committee to expedite a ruling needed by someone in the group.

The same policy applies to spectators.  Contestants are requested to inform those friends and family who are spectators to comply with this policy.

Rule 33-7 states that: “If a Committee considers that a player is guilty of a serious breach of etiquette, it may impose a penalty of disqualification under this Rule.” Use of cell phones during competition will be deemed to be such a breach of etiquette by the Committee.

Contestants not complying with this condition will be asked to discontinue use of the cell phone immediately.  After one notification, if the contestant is discovered using the cell phone he will be disqualified from the event.  In the case of a caddie or spectator not complying, he/she shall be required to discontinue use or to leave the course.
